Facts

New York election laws required the ability to read and write in English as a condition of voting.

Section 4(e) of the Voting Rights Act of 1965 allowed anybody who completed sixth grade in a school accredited by Puerto Rico (in a language other than English) shall not be denied the right to vote due to a lack of proficiency in English.
